NHS Long Term Plan 2021 - Partner Profile - Barnardo's

Updated: Nov 10, 2021

Who are Barnardo’s?

Barnardo’s is the UK’s largest charity serving children, young people (CYP), families and communities. For over 150 years we have been doing everything we can to enable young people to thrive.

Promoting health and wellbeing (HWB) has always been central to our work and is now explicitly a core priority in our Ten Year Strategy, as we continue to measure our impact, learn, influence and innovate.

Since launching our first specialist bereavement counselling services 20 years ago, we are now commissioned to provide HWB services for thousands of CYP and their families throughout the UK, operating right across the spectrum of prevention, early intervention, targeted and specialist support in a variety of disciplines and settings. Provision includes universal wellbeing and resilience, parenting, family hubs, child and family wellbeing services, counselling, therapeutic adoption and fostering provision, specialist services for highly vulnerable groups, trauma recovery and informed practice and integrated CAMHS and health and social care services.

How has Barnardo’s improved outcomes for the NHS and patients?

Solar

Solar, rated ‘Good’ by the CQC and published in the Journal of Early Intervention in Psychiatry, is an integrated CAMHS service delivered in partnership by Birmingham and Solihull Mental Health NHS Foundation Trust, Barnardo’s and Autism West Midlands for CYP aged 0-19 and their families in Solihull.

The service is based on the model of one integrated pathway with a single point of access to co-located multidisciplinary teams and child focused delivery, meaning CYP tell their story just once. The impact of partnership working was highlighted in the NHS Benchmarking Network High Performance Report in March 2021, showing a below average waiting time from referral to assessment (5 weeks) and an above average number of contacts (38,000 per 100,000) in 2019/20.

HAPPY (Happy Active Parenting Programme for early Years)

HAPPY, a 12-week ante and post-natal evidence-based programme targeted for pregnant women with a BMI over 25, aims to reduce childhood obesity in the Better Start Bradford area through a behaviour change approach to improve maternal and infant diet and physical activity, emotional health and developing parenting skills. It focuses on reducing health inequalities by providing children with the best start in life through the promotion of breastfeeding, infant development and a healthy lifestyle for the whole family. A programme evaluation on sample data to November 2020 has shown:

· 85% retention rate

· 86% improved healthier eating choices

· 93% responsive feeding after 6 months completion

· 80% increased knowledge of parenting skills

· 100% satisfaction rate

What has been your greatest achievement to date? And were there any measurable outcomes that accompanied this achievement?

Isle of Wight Integrated Early Help Service

Barnardo’s Isle of Wight Integrated Early Help Service has created a family hub model and built effective relationships and partnerships with a variety of stakeholders to address a range of health inequalities, improve access to healthcare and outcomes. In 20/21, the service saw an 87% improvement in monitored outcomes and through an economic evaluation, demonstrated how these improvements in outcomes provide related savings to the state – it has been calculated that for every £1 invested, the benefit is approximately £2.60, which, based on families supported in the last year, equates to this single service producing savings of over £1m.

See, Hear, Respond

During the pandemic, Barnardo’s led See, Hear, Respond (SHR) – a unique and innovative Covid-response programme. Commissioned by the Department for Education (DfE) and collaboratively designed by Barnardo’s and the DfE, the programme was delivered by 87 national and local charities and community-based organisations and supported 100,000+ vulnerable CYP who were struggling as a result of Covid but did not access statutory support.

SHR was delivered through a mixed economy of organisations, work strands and support packages, meaning children and families were able to access support tailored to their needs. This was well received – feedback from around 3,000 families showed:

· 98% felt listened to

· 95% felt respected

· 89% felt they had a say in their support

· 98% said the support was helpful

How many organisations/clients currently utilise the service/solution across the UK?

Is there anything you would like to make delegates aware of ahead of the NHS Long Term Plan 2020 conference on 30th November?

Winter Public Health Campaign

Barnardo’s is delivering a public health campaign to alleviate pressure on the NHS this winter due to the anticipated surge in respiratory infections among 0-3 year olds. Barnardo’s campaign draws on our experience of addressing health inequalities. Our primary enabler is the Boloh helpline, targeted at Black, Asian and minority ethnic families, and working to enhance existing guidelines with culturally relevant considerations. We have capitalised on the reach of our retail outlets, children’s services, and the NHS networks accessed through our expert clinical advisory group and quality assurance partnership with the Royal College of Paediatric and Child Health.

Department for Health & Social Care (DHSC) Health & Wellbeing Alliance (HW Alliance)

Barnardo’s is a member of the DHSC HW Alliance, enabling us to stay very current in our practice, speaking regularly to NHSEI policy and regional leads and inputting into models being developed in the NHS around health inequalities.

Service Principles

Barnardo’s services are based on principles of personalised care and shared decision making, with the voice of CYP and their families at the heart ensuring all services are accessible and appropriate.

What do you feel are the key points delegates need to digest when considering a partnership with Barnardo’s?

Barnardo’s can work with commissioners and partners to transform services and lives – meeting today’s challenges and preventing tomorrow’s through delivering universal, targeted and specialist services from pre-birth onwards and delivering better outcomes for more CYP and their families.

As a trusted national provider with over 150 years’ experience, strong track record in delivering services and a unique insight into the needs of the most vulnerable, Barnardo’s can offer a strong infrastructure to support high quality service provision with highly robust systems in relation to child protection, clinical governance, auditing and information management.
